Burco, the second capital of Somaliland, faces economic and developmental stagnation caused by restrictive “red zone” policies, lack of decentralization, inequitable taxation, weak political representation, and neglected infrastructure. A civic forum convened by the Laasgeel Institute in July 2025 outlined urgent reforms, including reopening Burco Airport, revising the Unified Taxation Law, expanding decentralization, and strengthening accountability mechanisms. Revitalizing Burco is vital to unlocking its economic potential, reducing youth unemployment, and advancing Somaliland’s national development, equity, and resilience.
