Burao Forum: The Developmental Stagnation of Burco, Existing Challenges, and Potential Solutions

On July 17, 2025, the Laasgeel Institute hosted a civic forum in Burao, Somaliland, the Developmental Stagnation of Burco: Existing Challenges and Potential Solutions. Participants engaged in critical discussions on major development challenges affecting the city, including decentralization, the role of the central government, and the importance of accountability. The forum also provided a platform for sharing insightful ideas and practical solutions to bridge the city’s development gaps.

 

The event brought together a diverse group of stakeholders from across Burao District, including academics, university students, professors, business leaders, civil society groups, and youth volunteer organizations.

 

The primary objective of the forum was to assess and address the ongoing developmental stagnation of Somaliland’s second-largest city. It aimed to empower the people of Burao to hold their representatives—members of parliament, local government officials, and central government authorities—accountable for their roles in the city’s progress.

 

Participants identified key challenges and proposed actionable recommendations to enhance and revitalize Burao’s development trajectory. A detailed policy paper will be prepared based on the outcomes of this productive forum to inform decision-makers and support evidence-based policymaking.

 

The Laasgeel Institute serves as an open platform advocating for Somaliland’s international recognition, good governance, democratization, peace, security, and youth capacity building.
